Now, in terms of any innocent people being killed, we mourn the loss of any innocent life that is lost. We have seen that the terrorists have no regard for innocent human life. And there's a stark contrast in how we go about waging this war on terrorism. They carry out cowardly acts against innocent civilians. Libby must have spoken to Hadley, Cheney's boy at NSC, and relayed these glad tidings to Kind of Sleazy Rice on Air Force One. b) We know the "TOP SECRET" briefing book faxed to Rice contained a swath of classified data , hence it's identification. c) We know that Ari Fleischer must have had access to Wilson's still classified CIA report , because he blurted out it's content to reporters. ( Condi to Ari to press) The "protect Cheney" briefing book was not used to merely help Rice prepare for Sunday Morning talk shows . You don't fax classified data for that purpose. NSC and others would merely send her the appropriate "talking points" for her to emphasise for upcoming appearances on those programmes. Rice received "the work-up" dossier to begin the process of wasting Wilson and his wife. She handed over this "goodie-bag" to Fleischer , a very stupid move. The "PROTECT CHENEY" briefing book came from the headquarters of WHIG , the office of Vice President Richard Cheney. It was routed through NSC for legal reasons. This agency is independent of Congressional oversight. Members are not confirmed by Congress. NSA's almost never testify before Congress. After careful review, the majority of members on the House Judiciary Committee recommended that an official investigation begin to determine whether sufficient grounds exist to impeach President Clinton. On October 8, 1998, the full House of Representatives voted on a resolution to allow the Judiciary committee to begin this investigation, with both the Chairman and the Ranking Minority Member given equal powers to subpena witnesses. All but five members of Congress voted to conduct a formal investigation. It is important to note that this resolution only authorizes an inquiry by the House Judiciary Committee. Only after the Committee's inquiry is completed will there be an opportunity by the full House of Representatives to decide on the actual matter of impeachment. Tthe Chairman of the Judiciary Committee, Henry Hyde, has repeatedly stated his desire for a fair, open, and swift investigation.
As the Judiciary Committee undertakes its investigation, I wish to assure you that I will make every effort to exercise my independent judgement based on the facts, the laws and the Constitution which I have sworn to protect and defend. This is an onerous responsibility that has been thrust upon us, and I will proceed deliberately and thoughtfully, trying to do what is best for the country.
